Charles W. Lucking 

Senior Associate Attorney

Charles W. Lucking is a Senior Associate Attorney at Barton Mendez Soto and focuses on fighting for expanding rights by supporting civic engagement nonprofits, litigating political law matters, and defending the rights of workers and tenants in court.

 

Charles is a Community Leader, Advocate, and Problem Solver whose career spans public service, private law, and international development. Including serving as a Member of the Arizona House of Representatives for Legislative District 5 (February 2024–January 2025). During which time he served on the Military Affairs and Public Safety Committee, the Commerce Committee, the Rules Committee, and the Joint Legislative Audit Committee. He has drafted and facilitated the passage of life-saving laws and policies, notably those aimed at addressing homelessness, with policy priorities including improved access to justice, affordable housing, supporting early childhood and public education, and improved access to healthcare. 

 

Charles was an Attorney at Law with Community Legal Services (January 2023–February 2024). In this role, he advised and represented clients facing housing insecurity and the verge of homelessness, working to increase fairness in the civil justice system by advocating, litigating, and educating on behalf of Arizona's most underserved communities.

 

His experience in private practice includes serving as an Attorney at Law at Biskind, Hunt & Semro, PLLC (January 2020–December 2020), where he provided the highest quality representation in the acquisition, development, and sale of commercial real estate, raw land, and subdivisions. He also served as the Chief Legal Officer and Chief Compliance Officer for RRA Capital (2013–December 2019).

 

Charles's career began with extensive international public service through the Peace Corps. As a Community Development and Legislative Development Volunteer in Malie, Samoa (2003–2005), he managed legislative development and governmental policy projects, including the creation of Samoa's first youth-probation policy, its first tobacco legislation, and national compliance with U.N. resolutions on the Rights of the Child and the Elimination of Discrimination Against Women. He also facilitated the planning, financing, and development of a grade school for a rural village. Following this, he served as a Peace Corps Recruiter in Texas and New Mexico (2007–2009), consistently exceeding recruitment goals by nominating over 200 qualified professionals for international service. Between his two Peace Corps assignments, he served as a University English Professor with WorldTeach in Santiago, Chile (2006), where he taught 720 hours to 200 university students from under-resourced sectors of Chilean society. He also co-founded and served as Vice President of Operations for Expat Records (2009–2012) in Chicago and Buenos Aires, managing strategic planning, sales, marketing, and bringing the mid-sized independent record label to sustainability.

  • Charles received his Juris Doctor from the ASU Sandra Day O'Connor College of Law and a Bachelor of Arts from Claremont McKenna College. He is an active member of the community, serving on the Board for the Foundation for Nonprofits, the Board of Advisors for the Scottsdale Museum of Contemporary Art, and as the Board V.P. for the California Rare Fruit Growers, AZ Chapter.
