Jacqueline is a dedicated advocate for workplace justice and a trusted advisor to mission-driven organizations. As a co-founder of Barton Mendez Soto, she offers a 360-degree perspective on labor and employment law, having navigated the field as a federal regulator, in-house counsel, and private firm practitioner.

Jacqueline focuses a significant portion of her practice on representing individuals facing workplace injustice. She provides steady, incisive counsel to workers in disputes involving:

  • Wrongful Termination & Retaliation

  • Workplace Discrimination (Age, Gender, Race, Ethnicity, and Disability)

  • Wage and Hour Claims

Whether appearing before the Equal Employment Opportunity Commission (EEOC) or litigating in state and federal courts, Jacqueline is known for her meticulous approach and her commitment to her clients.

Beyond the courtroom, Jacqueline serves as a key advisor to the firm’s nonprofit clients, helping them strengthen their internal operations. She understands that for a nonprofit to achieve its public mission, its internal foundation must be legally sound. Her work in this area includes:

  • Human Resources & Policy Development: Crafting robust internal systems that reflect the organization’s values while ensuring legal compliance.

  • Operational Guidance: Advising executive leadership and boards on day-to-day management, governance, and labor relations.

 

Jacqueline’s background as a Field Examiner for the National Labor Relations Board (NLRB) provides her clients with an "insider’s view" of federal labor oversight. She leverages this experience to represent unions in complex proceedings and to advise employees on their rights to engage in protected concerted activities.

Prior to cofounding the firm, Jacqueline served as In-House Counsel for Labor Affairs at U-Haul International and practiced within the labor and employment section of Snell & Wilmer LLP.

​

After obtaining her law degree, Jacqueline had the honor of serving as judicial law clerk at the Arizona Court of Appeals for the Honorable Ann A. Scott Timmer.
